In December 1999, Energy Systems Group (ESG) executed the first Enhanced-Use Lease Agreement with the U.S. Department of Veterans Affairs (VA) to develop and implement a full service energy center for the James H. Quillen VA Medical Center at Mountain Home, Tennessee.

ESG designed, built, operates, and maintains the state-of-the-art Energy Center; and made energy-related improvements in 38 buildings.This is the first privately financed and operated energy plant on VA property, and the first ever in the Federal Government using this type of public/private development authority. The VA selected ESG after an exhaustive nationwide competition among top energy service providers.
