Naval Station Norfolk
Norfolk, Virginia
Project Background
The engineering and utility staffs at Naval
Station Norfolk wanted to take a leadership
role in energy conservation for base facilities.
They were looking for a partner that could
deliver energy reductions and operations
improvements to 30 buildings and more
than 1.9 million square feet of facilities
without impacting existing budgets and
base operation during these critical times.
Strategies & Solutions
Energy Systems Group designed and
implemented an innovative solution that
leveraged technology and a proven track
record of performance to dramatically
improve energy self-sufficiency for the base.
In coordination with the base leadership,
ESG crafted an energy strategy utilizing the
Utility Energy Services Contract (UESC) in
partnership with the local gas provider to
install energy efficiency upgrades to base
facilities and infrastructure which included
lighting improvements, water retrofits, and
steam to natural gas conversions. This $5.7
million program and efficiency strategy
benefits Naval Station Norfolk through:
• Financed Package That Pays For The Project
Using Energy Cost Savings
• Improved Energy Security and Efficiency
for the Base
• Reduced Energy and Operation Costs to
Support Existing Base Mission
• Comprehensive Energy Strategy That
Identifies & Addresses Future Base Steam
Plant Decentralization Measures as well as
Additional Energy & Equipment Needs
As an added benefit, ESG will be able to help
NSN enhance the base energy security by:
• Decentralizing Existing Steam Supply &
Using High-Efficiency Infra-Red Heating,
Low Pressure Unit Steam and Small Scale
Hot Water to Meet Current and Future
Heating Needs at The Lowest Possible
Energy and Operational Cost
