Project Background
In 2011, Governor John P. de Jongh, Jr.
announced that Energy Systems Group
(ESG), a specialized energy services
and performance contracting company
(ESCO), was selected to develop
comprehensive energy efficiency and
building improvements at 4 schools
on St. Croix and 7 on St. Thomas.
The savings captured from reduced
consumption are guaranteed to save
the government more than $11 million
over a 10-year term and will be used in
part to offset operational costs for the
Department of Education and for similar
equipment upgrades in other public
schools and agencies. The project is also
funded by $6.9 million from the American
Recovery and Reinvestment Act through
the Virgin Islands Energy Office.
The energy savings performance contract
will result in more than $1 million in annual
energy savings, while making Virgin Islands
public school facilities more environmentally
friendly and energy efficient.
Strategies & Solutions
ESG will reduce the school buildings’
energy consumption through the
installation of energy-efficient lighting
and water-conservation retrofits in 11
Virgin Islands schools: 7 St. Thomas schools
and 4 St. Croix schools. Key installed
technologies include the following:
• LED lighting technologies
• Multi-Functional Occupancy sensors for
lighting and air conditioning savings
• Hi-Efficiency 28-watt T8 fluorescent with a
very long useful life
• T5HO outdoor lighting designed for hot
environments
• Ultra low-flow 1.1 and 1.28 gpf toilets
• Push-button faucets and low flow urinal
valves for improved hygiene

the following:
• Removal of greenhouse gas emissions from
376 passenger vehicles annually
• Conserving enough electricity to power
239 homes annually
• Planting 409 acres of pine or fir
forests annually
• Removal of emissions from 4,463 barrels of
oil consumed annually
