Project Background
The City of Brooksville selected Energy
Systems Group to design and implement
comprehensive infrastructure and
conservation improvements to the city
water meter system. ESG developed an
innovative $3.3 Million energy savings
performance contract (ESPC) that afforded
the City the opportunity to implement
significant changes needed to safely and
efficiently upgrade its water meters.
ESG’s team of leading energy and water
solutions professionals evaluated the
condition of the city’s existing meters to
determine how many had to be replaced.
By replacing their meters, Brooksville will
capture $275,000 a year in revenues that
the city was previously losing because of
inaccurate readings from its old meters.
Strategies & Solutions
Over the 15-year term of the ESPC
project, ESG estimates savings of over
$5.1 Million. The ESG team installed
4,500 new meters, replacing all meters
in the city that had been installed before
2006. ESG integrated automated meter
reading (AMR) technologies, which can
generate hundreds of thousands of dollars
in new revenue for municipalities with
outdated, inaccurate water meters.
Additional energy conservation
measures and upgrades including the
renovation of the HVAC Systems in City
Hall and the Public Works buildings, roof
replacement at City Hall and upgraded
lighting systems in the City parks:
• Implement AMR technology meters
• Install Variable Refrigerant Volume (VRV) air
conditioning system, new ceilings at City Hall
• Install new reflective roof with added
insulation at City Hall
• Install a new HVAC system including a
dedicated outdoor air unit for proper
ventilation, new ceiling and increased
ceiling insulation at Public Works
• Install new induction trail lights in
the City Parks
